内蒙古非正规就业人员社会保障研究

The Dilemma and Choice of Informal Employment Social Security in Inner Mongolia

摘要:

非正规就业人员随着我回“全民创业”的发展必然不断增加，他们的社会保障也是“全民参保”的重 要内容。总体来看，内蒙古非正规就业人员社会保障面临诸多困境，缴费型的社会保险和非缴费型的杜会教助和社会 福利都存在问题。应该从社会保险制度改革、杜会数助和社会福利制度的完善、劳动技能培训、提高中低收人、发挥 行业组织作用等方面来解决非正规就业人员的杜会保障问题。

Abstract:

The number of informal employment will increase with China all-round entrepreneurial,their social security is an im- portant part of universal insurance.Overall,informal employment of Inner Mongolia social security is facing many difficul- ties.Contributory social insurance and non-contributory social assistance and social welfare face difficulties in Inner Mongolia.
