Abstract:In the new era, significant changes in talent transfer environment have taken place in China. Some of the changes include people’s understanding of talents, supply and demand of talents and attitudes of different regions toward talents. The three main factors affecting the migration of talents in a region, in the author’s view, are its strength of economic development, its capacity to gather public resources and its potential for future development. This paper, based on this view, establishes a two-level index system, conducting a study of the attractiveness to talents in various provincial regions. The results demonstrate that, in general, Beijing, Shanghai, Tianjin and other municipalities, and Zhejiang, Jiangsu and other major developed provinces have good attractiveness to talents while most of the central and western regions are still insufficient in its attractiveness.
