工人文化宫职能变迁的历史逻辑 ——以海口市工人文化宫为个案

摘要:

工人文化宫是职工文化生活发生的重要场域，作为国家推动工会群众文化事业发展的组织保障，在国家建设中发挥了重要的职能作用。从海口市工人文化宫的个案来看，自新中国成立到20世纪末，工人文化宫在政治、经济和文化三项主要职能的实现程度、实现结构和实现方式上均发生了显著变化，其职能变迁大致经历了“政治”为主、平衡发展、萎缩停滞、全面复兴和围绕“文娱”五个时期。这一变迁过程显示，工人文化宫总是在国家意志和职工群众需求的合力中实现其职能，并受到组织环境和经济体制的决定性影响。这一发现呈现了工人文化宫在国家建设中发挥职能的实现机制，对在新时期推进工会群众文化事业新发展具有重要意义。

Abstract:

The Workers' Cultural Palace, as an important place of cultural life of employees and an organizational guarantee for our country topromote the development of mass culural undertakings, plays an important role in our national construection. Take the Workers' Cultural Palacein Haikou City for instance, it has undergone significant changes in the roles, structure and ways of realizing the three main funetions of politics,economy and culture since the establishment of New China to the end of the 20th century. Its changes of functions can be roughly boiled down tothe five periods of"politics" as the mainstay, balanced development,shrinking and stagnation, full recovery, and the "revival" of entertainment Thisprocess of changes, henee, shows that it always fulflls its funetions in the joint force of the will of our country and the needs of workers, which hasbeen seriously affected by the organizational environment and economic system. The facts above present the realization mechanism of the Workers'Cultural Palace in our national construction, and have important enlightening significanee for promoting the new development of workers culturalundertakings in the new era.
