Abstract:To respond positively to the ageing of the population has risen to become an important national development strategy. The development of human resources for the elderly, in responding to the ageing, is an effective way to address various social problems. The study concludes that Japan, as the first country to enter the aging society, has achieved good results by actively carrying out the development of human resources for the elderly through the dissemination of ageing ideas, the formulation of three-dimensional policies, and the establishment of multi-level institutions, etc. Based on Japan's experience, the study suggests that China's human resources development for the elderly can start from aspects of building the culture of human resources development for the elderly, formulating the policy of human resources development for the elderly, and building the network of institutions for human resources development for the elderly, to help China achieve the transition from "demographic dividend" to "human resources dividend", and the leap from a country with large human resources to one with strong human resources.
